Chelsea’s strategy of recruiting the best young South American talent is about to go a step further. Reports from São Paolo suggests they have sent one of heir legal executives to the city to secure the signature of Estavao Willian, a left-footed winger who is only 16, and is currently on the books of Palmeiras. Chelsea appear to have won the race to sign another Brazilian wonderkid in the form of Gabriel Moscardo, the 18 year old midfielder who currently plays for Corinthians. Arsenal have scouted Fluminense midfielder, who has just won the Copa Libertadores for the first time with his club, having beaten Boca Juniors in the weekend’s final. Chelsea midfielder Andrey Santos could re-join Vasco de Gama on loan for the rest of the season. The Brazilian under-20 international only joined the Premier League side from Vasco in January, but they were unable to secure a work permit for him  having subsequently signed several other midfielders. Chelsea have failed to obtain a work permit for one of their January signings. The Premier League club paid Vasco de Gama £18 million for the 18 year old central midfielder, but, under the totting up system needed for a work permit, he missed out by a single point, partly due to the other midfielders that the club bought. Santos has just finished playing for Brazil in the South American under-20 championship, where he captained the side that won the trophy, and scored six goals in the process.
