I think it depends on the quantity of the extra material. If there is enough, then later publish an optional rules supplement. Lesser amounts could be worked into scenarios, as mentioned by Stephen W., or could be asides (artwork, story vignettes or rule examples, or sidebar text boxes) within the core book itself.

For the most part, my players take care of that themselves. Some of them read up ALOT on a published campaign world I am using and other couldn't care less. The former players are the ones most likely to ask about interesting elements that want to see, play, or experience. As for my own created worlds, I add flavor over time as they become more important to the world ..read more
