In the band 14.0-14.5GHz, the allowed service is called “mobile-satellite service”, that is defined in the attached screenshot. From the definition, focusing on the first bullet, it’s not fully clear to me in which cases a link between two “space stations” (that should be trivially the artificial satellites) is allowed.
